The second example is The University of the South Pacific (USP) which jointly owned by the governments of twelve island countries: Cook Islands, Fiji, Kiribati, Marshall Islands, Nauru, Niue, Solomon Islands, Tokelau, Tonga, Tuvalu, Vanuatu and Samoa and offers almost 400 educational programmes through distance and flexible learning with a variety of media at fifteen campuses in the region.

USP started a trial Moodle in 2006 and officially switched over from WEBCT and EDISON to Moodle in 2007. The current version used at USP is Moodle 2 and the change was due to Moodle being open source software (Varunesh. R, personal communication, 8th October, 2012). The University considered Moodle based on its pedagogical fitness for the University’s course delivery purposes and the overall usability, reliability and functionality of the platform (Whelan & Bhartu, 2007). The Learning Management System (LMS) team developed resources to train the staff, students and system administrators in the pedagogically effective use of Moodle. The Information Technology (I.T) department issues a username and password the students to access Moodle and student training began when Moodle was launched. Orientation programmes were organised to demonstrate how to login and use Moodle tools.

USP Moodle is user friendly allowing students to access lecture notes, chat, participate in online discussion forums and quizzes, submitting assignments, accessing online news and announcements, course reports and grade and many more. The homepage is customised using ‘blocks’ to meet the needs of the Institute. Lecturers upload lecture notes, course materials and readings on a week-to-week basis and provide valuable online feedback to the students. Below are screenshots of USP discussion forums.

According to Whelan and Bhartu (2007), “ Moodle thus provides a complete set of tools that help support the University’s mandate to deliver high-quality education at a distance in the Pacific region”. A blended learning culture is also created using Moodle in which online resources are used to supplement conventional modes of delivery such as lectures and a variety of small group work. USP Moodle provides a learning platform for distance learners who have work and family obligations but would like to pursue studies at their own pace.
